Complete Vendor Document Upload

https://api.scalepad.com/controlmap/v1/clients//vendors//documents/complete-upload

Adds the uploaded document to the vendor after checking its size and file type.

Call this endpoint after the signed PUT succeeds. Use the returned upload_token
with the same client, vendor and user before complete_by.
Retrying a completed upload with the same valid token returns the same document.

Returns document details and a download URL valid for 5 minutes.
