Delete Client Vendor

Permanently deletes the vendor and its related records.

A vendor whose source is PARTNER cannot be deleted, regardless of tech-stack activity or archived products. Setting a vendor to Inactive does not delete it or remove this restriction. A missing or already deleted vendor returns 404.
