Create Request in Evidence

Creates a new request inside an existing evidence.

This operation is typically used when:

• Additional clarification or documentation is needed
• Reviewer initiates an evidence request workflow
• Evidence must be updated or completed by the client

The authenticated user is automatically resolved and stored as the creator of the evidence request.
